The Energy Company Obligation (ECO) Scheme: A Comprehensive Guide

Introduction

In an effort to combat fuel poverty and reduce carbon emissions, the UK Government has  introduced the Energy Company Obligation (ECO) Scheme. This national initiative aims to  enhance the energy efficiency of eligible domestic properties. By improving the energy  performance of households, the scheme seeks to alleviate the burden of living in cold homes  and contribute to a greener future. In this comprehensive guide, we will delve into the  details of the ECO Scheme, including its eligibility criteria, application process, and available  benefits.

Understanding the ECO Scheme

The ECO Scheme, currently in its fourth phase known as ECO4, is administered by Ofgem  and led by the private sector. Launched in March 2026, the scheme is set to run until March  2026, providing an extended period for eligible households to take advantage of its benefits.  The primary goal of the ECO Scheme is to improve the energy efficiency of domestic  properties, thereby reducing both fuel poverty levels and carbon emissions.

Eligibility Criteria

To be eligible for the ECO Scheme, households must meet specific criteria. These criteria  include:

• Receipt of qualifying benefits

• Classification as living on a low income and vulnerability to the effects of a cold home  (with a property Energy Performance Certificate (EPC) rating of Band D, E, F, or G)

Households in receipt of qualifying benefits can directly contact their energy provider or  one of the obligated energy companies to assess their eligibility for the scheme. Importantly,  applicants do not need to be an existing customer of the energy company to apply.

For residents who are not in receipt of qualifying benefits but meet the eligibility criteria  outlined in the Statement of Intent, there is an alternative route available. Known as ECO4  Flex or ECO Flexible Eligibility, this option allows eligible residents to apply for the scheme  through a separate process.

ECO4 Flex: A Flexible Eligibility Route

ECO4 Flex, also referred to as ECO Flexible Eligibility, provides an opportunity for residents  who do not receive qualifying benefits but meet the eligibility criteria to apply for the  scheme. To take advantage of this route, residents must go through the process of  registering their interest in the scheme. Once a contractor has been appointed, all residents  who have expressed interest will be contacted.

For detailed information on the eligibility criteria for both the standard ECO scheme and  ECO4 Flex, please refer to the Statement of Intent provided by the government.

The Boiler Upgrade Scheme (BUS)

In addition to the ECO Scheme, the UK Government has introduced the Boiler Upgrade  Scheme (BUS) to support the decarbonization of heat in buildings. The BUS, which  commenced in April 2023 and will run until 2025, provides grant funding for the  installation of heat pumps and biomass boilers in domestic and non-domestic properties.

Under the BUS, property owners can benefit from upfront capital grants, with £5,000 off the  cost of installing a heat pump, £5,000 off the cost of installing a biomass boiler, and £6,000  off the cost of installing ground source heat pumps (including water source heat pumps).

Priority Services Register: Additional Support for Vulnerable Individuals  The Priority Services Register offers a valuable support service to individuals in vulnerable  situations. This industry-wide initiative provides additional assistance to those who meet  specific criteria. By registering for the Priority Services Register, individuals can access a  range of benefits, including priority support with heating and cooking facilities during  supply interruptions, advanced notice of power cuts, and a secure identification and  password scheme for communication purposes.

Eligibility for the Priority Services Register is determined by meeting specific criteria, such  as being of pensionable age, having young children under 5, living with a long-term health  condition, relying on electrical medical equipment, having reduced mobility, being visually

impaired, having extra communication needs, or struggling to answer the door or seek help  in an emergency.

To join the Priority Services Register, individuals should contact their energy supplier. If a  household receives gas and electricity from different energy companies, it is essential to  contact both suppliers. In Cheshire West, the Network Operators for electricity and gas are  SP Energy Networks and Cadent, respectively. Additionally, water companies in the area,  such as United Utilities and Dee Valley Water, offer similar support services.

Government Retrofit Advice Service: A Step Towards Energy Efficiency  Property owners can benefit from the Government Retrofit Advice Service, which provides  valuable recommendations to enhance energy efficiency. By utilizing this service, property  owners can identify suitable improvements to reduce heating costs and maintain a warm  environment. The service estimates the cost of each recommendation, the potential savings  on bills, and outlines the subsequent steps required to implement the improvements.
